For Malaysian sewerage contractors, desludging permit holders and the teams behind the public sewerage network, FieldEx joins field service management with a CMMS (maintenance management system). It runs scheduled desludging for large lists of premises, sewer and manhole jobs and network pump station visits, and checks that every crew entering a manhole is certified.

What FieldEx does for desludging contractors and sewerage network teams

Since March 2021, septic tank owners have had to desludge on a fixed cycle, and each visit is booked for the date in the operator's notice. FieldEx turns those schedules, the network jobs and the crews' certificates into work you can prove. Book a demo with one of your work packages.

Premises, tanks and network assets

  • Individual septic tanks at each premises, with the tank's size, address and map position, in asset management.
  • Sewer lines, manholes and network pump stations as located assets, with pumps, panels and gensets as components.
  • The operator's own asset tags and premises account numbers kept in renamed identifier fields.
  • Your own identifiers, such as manhole number or basin code, in renamed identifier fields.

Scheduled desludging in volume

  • Desludging jobs raised in bulk from an uploaded list of premises, for a 24-month or 36-month cycle.
  • Each tank on its own recurring cycle, so the next visit is planned when the last one closes.
  • Volumes of sludge removed entered on custom job forms, recorded against the job.
  • Emails and alerts to the people you choose, and portal access for customers to reschedule visits.

Sewer, manhole and pump station work

  • Sewer cleaning, manhole inspection and pump station visits raised automatically on their cycles, in preventive maintenance.
  • Pumps and gensets serviced on running hours, the calendar or whichever comes first.
  • Blockage and overflow jobs with response clocks and breach alerts, in scheduling and dispatch.

Permits, competence and safety

  • Your SPAN permits and contractor registrations tracked with renewal dates and reminders.
  • Authorised Entrant and Standby Person (AESP) and Authorised Gas Tester and Entry Supervisor (AGTES) certificates held as skills with expiry dates.
  • Manhole and wet well entry jobs given only to crews who hold the right certificate.
  • Follow-up jobs for cleaning, CCTV and root cause raised by the response checklist.

Crews and lorries on site

  • Today's list of premises, each tank's past visits and where it is on the map, on the FieldEx mobile app.
  • Jobs and tasks downloaded for offline work, with check-in, check-out and travel synced afterwards.
  • Watermarked photos before and after, and the owner's or occupier's signature.
  • The app in English, Bahasa Malaysia or Chinese, chosen by each crew member.

Reports for the operator and SPAN

  • Completion PDFs with the premises, work done, volumes, times on site, photos and signature.
  • Jobs, visits and missed appointments reported by area, period or crew, in reporting and analytics.
  • Jobs matched only to crews who hold the right skill.

Crews in the field

  • Each crew's route for the day, the history of every manhole or station and its position on a map, on the FieldEx mobile app.
  • Jobs and tasks downloaded and worked offline, with check-in, check-out and travel synced later.
  • Watermarked photos and video with annotation, and the supervisor's signature.

Records the regulator can check

  • A completion PDF for every job, showing the asset, what was done, parts, arrival and departure times, photos and sign-off.
  • Pump reliability as MTBF, MTTR and downtime, and repeat blockages flagged on the same segment.
  • Jobs and inspections reported and exported by basin, asset type or contractor, in reporting and analytics.

How often must septic tanks be desludged in Malaysia?

The Water Services Industry (Desludging Services) Regulations 2021 came into force on 30 March 2021. Indah Water Konsortium (IWK) explains the cycle on its customer pages. Septic tanks within a local authority (PBT) area must be desludged once every 24 months, and those outside a local authority area once every 36 months.

IWK, the national sewerage company, has been sending scheduled desludging notices in stages since July 2021, to 1.3 million septic tank owners in Peninsular Malaysia. An Institution of Engineers Malaysia (IEM) webinar notice puts the scheme at more than 1.35 million septic tanks across the country, except Sabah and Sarawak. SPAN says that failing to comply is an offence under section 65(3) of the Water Services Industry Act 2006, with a fine of up to RM50,000.

  1. List your segments and manholes as assets, with location and condition.
  2. Mark hot spots for grease and roots, and give them their own short cycle.
  3. FieldEx raises cleaning and inspection jobs on each cycle, basin by basin.
  4. Each finding raises the repair or follow-up job before the crew leaves.

What FieldEx does about it

  • Two cycles, one register: each tank carries a 24-month or 36-month plan, depending on whether it sits inside a PBT area.
  • Thousands of jobs in one go: a notice batch can be uploaded as a list of premises and turned into desludging jobs at once.
  • The next visit planned on completion: schedules counting from the last completed visit set the next date when the crew closes the job.
  • Proof for every premises: photos, the volume removed and the occupier's signature sit on each job.

Who is allowed to carry out septic tank desludging?

Section 50 of the Water Services Industry Act 2006 requires a permit from SPAN for desludging work. The Star reports a state sewerage official's reminder under section 65(1)(c): the septic tank owner must appoint a valid licensee or permit holder to desludge the tank within the prescribed period.

A planning paper from India's Centre for Water and Sanitation (CWAS) describes how Malaysia's model works today: IWK schedules the work, and permit-holding operators carry out the desludging and take the sludge to an IWK facility for treatment.

What FieldEx does about it

  • Your permit on record: the SPAN permit and its renewal date are tracked with reminders, so it never lapses mid-programme.
  • Work packages by area: jobs are grouped by service zone, so each lorry crew covers premises close together.
  • Disposal recorded: custom job forms can include the disposal facility and the volume delivered, recorded against the job.
  • Subcontractors in their own logins: partner crews see only the jobs that involve them.

What happens when a premises owner misses the scheduled desludging date?

Enviliance's summary of the 2021 regulations sets out the steps. The service licensee issues a written notice with a date. The owner, management corporation or occupier may reschedule if that date doesn't suit. If they neither give access nor reschedule, the licensee issues a second notice with a new date.

IWK warns that an owner who ignores the second notice commits an offence under section 65(3) of the Act. The Star reported in August 2026 that compliance with scheduled desludging is still low.

  1. The first notice date becomes a scheduled job for that premises.
  2. A missed visit is recorded with the reason and a photo of the closed gate.
  3. FieldEx raises the follow-up visit for the second notice date.
  4. The record shows both attempts if the case is escalated.

What FieldEx does about it

  • Missed visits recorded: the crew records no access with a reason and a photo, so the attempt is on file.
  • Rescheduling by the owner: customers with portal access can reschedule their visit, and the new date lands on the scheduler.
  • Second-notice visits raised: the follow-up job for the second date is raised from the missed visit's checklist.
  • A clear history: both attempts sit on the premises' record if the operator or SPAN asks.

What confined space permit is needed for manhole work?

The Department of Occupational Safety and Health's (DOSH) Industry Code of Practice for Safe Working in a Confined Space 2010 is legally binding. Every employer and contractor must assess the risks, and the confined space permit to work overrides any other permit. An Authorised Gas Tester (AGT) tests the air before entry, and continuous monitoring follows.

DOSH's guidance sets the people involved. Entrants and standby persons hold the AESP certificate, and gas testers and entry supervisors hold the AGTES certificate and are registered with DOSH. A permit to work lasts at most eight hours, with an extension of up to four hours if conditions stay the same. A night shift clearing a blocked trunk sewer may therefore need a fresh permit partway through the job.

What FieldEx does about it

  • Certificates as skills: AESP and AGTES certificates sit on each crew member with expiry dates, and reminders go out before they lapse.
  • Only certified crews assigned: manhole and wet well entry jobs go only to people who hold the right certificate.
  • The permit steps on the job: the entry checklist covers isolation, ventilation, gas tests, PPE and sign-off.
  • Gas readings kept: custom job forms can include number fields for oxygen and gas readings, recorded against the job.

Who may operate or work on a sewerage system?

A Water Environment Partnership in Asia (WEPA) paper on Malaysia's sewerage framework quotes the Water Services Industry Act 2006. No part of any sewerage system may be worked, managed or operated except by, and under the control of, people with the prescribed qualifications and certificates.

The same paper describes IWK's role. It provides scheduled operation and maintenance of public sewage treatment plants, network pump stations and sewers in its service areas, and takes over sewerage systems handed over by developers.

What FieldEx does about it

  • Qualifications on each person: sewerage operator certificates and other qualifications are held as skills with expiry dates.
  • Jobs matched to qualifications: pump station and sewer jobs go only to people with the right skill.
  • Qualified subcontractors only: subcontractor crews carry their own skills, checked the same way.
  • Records for audits: each job shows who did the work and when.

How often should network pump stations be checked?

The US Environmental Protection Agency's (EPA) lift station guidance, an international reference here, sets clear cycles. It recommends emptying and cleaning each wet well no less than twice a year, so solids and grease can't accumulate, and cleaning and checking the floats every quarter, since grease jams them.

US state regulators, such as Kansas, expect lift stations to be visited weekly. In Malaysia's heavy rain, pump stations also take storm inflow, so a failed pump or genset quickly becomes an overflow.

What FieldEx does about it

  • Weekly station visits: each network pump station runs a weekly visit plan for whoever covers it.
  • Wet well and float cleaning on cycle: twice-yearly and quarterly tasks run as their own plans on the station.
  • Gensets tested: standby gensets carry their own test and service plans, on hours or dates.
  • Faults raised on the visit: a failed alarm or pump raises the repair job before the crew leaves.

How often should a restaurant's grease trap be cleaned?

Malaysian councils set grease trap conditions in their own licensing, and they vary. US cities offer a common benchmark, the "25% rule". Nashville's FOG policy, for example, requires a grease interceptor to be fully pumped once grease and solids reach 25% of its liquid depth, and at least every 90 days.

Grease is the biggest cause of sewer blockages. EPA reports that grease causes 47% of reported blockages in the US. Malaysian food courts, restaurants and hawker centres discharge large volumes of cooking oil, so the traps upstream of a blockage hot spot are usually the first place to look.

  1. The report arrives as a job with the location and photos.
  2. The response checklist records containment, clean-up and notification.
  3. The checklist raises the CCTV or cleaning job to find the cause.
  4. The cause and the remedy are recorded on the asset's history.

What FieldEx does about it

  • Each trap on its own plan: every food outlet's grease trap is an asset with a monthly or quarterly cleaning plan.
  • Grease removed recorded: custom job forms can include number fields for the grease layer and the volume removed.
  • Shorter cycles where needed: traps that fill early move to a shorter plan.
  • Photos before and after: watermarked photos show the trap as found and as left.

How do contractors show the operator that the work was done?

FieldEx records the proof on each visit as the crew works: the premises or asset, the arrival and departure times, watermarked photos and the result. Desludging visits, blockages cleared at night, manhole covers replaced and pumps changed out all carry the same evidence, so the operator can check the work against the contract without sending a supervisor to every site. Under scheduled desludging, as CWAS's planning resource describes it, IWK sets the schedule and licensed permit holders desludge the tanks and deliver the sludge to an IWK facility, so the visit record is what links the premises, the crew and the delivery.

The guide says to test the air before entry, from outside the space, and at all depths, because some gases are heavier than others. Oxygen is tested first, then combustible gases, then toxic gases.

What FieldEx does about it

  • Check-in and check-out: the app records when each crew arrived and left, at each premises.
  • Watermarked evidence: photos and video carry the time and place.
  • Reports by work package: completed, missed and rescheduled visits report by area and period.
  • Your data in Malaysia: FieldEx can host your data locally in Malaysia where data residency is required.

What records should a sewer maintenance programme keep?

EPA's CMOM guide puts information management at the heart of the programme. You can't prioritise cleaning or rehabilitation without knowing what was done, where and what was found. The Illinois permit asks for the root cause of each overflow to be documented, and for scheduled inspections, testing and cleaning frequencies to be listed.

In practice, every job needs a location, an asset, a date, a crew, a finding and, where relevant, a photo or CCTV report.

What FieldEx does about it

  • Every job on the asset: cleaning, inspection, repair and overflow jobs sit on the segment, manhole or station's history.
  • Reports and video attached: CCTV reports, photos and video attach to the inspection record.
  • Exports for the regulator: jobs and inspections export by basin, period or contractor.
  • Proof of each visit: check-in and check-out times and the completion report show who was there and when.
